I don't really know how this shader works to look so great but Brian did a great job! I played around with some settings from Brians' original file to try and create a more realistic look. I set Render Threshold to 0, increased the ray depth and changed the Environment ambient to 0.
Also I increased the tiling of Displacement on the drops. One setting that seems to effect the "wetness" is the Highlight of the water shader you can increase the height to 200% and then play with the width for stronger highlights or more subtle dewlike qualities.
